The telephone wires running hot. The Chancellor needs a decision - and best before yesterday. Dossbach Alexander, one of the closest advisers to the Chancellor, brooding over figures and statistics. Suddenly he has a strange, almost revolutionary inspiration: he wants to know what the citizens, the unknown nature, really wants. Though his secretary  discourages him of the madness plan and a CDU politician specialist tries everything to stop him, he makes his way to the people, into the Berlin night.
